Before you end up going through this process, just approach the Residential Deputy Collector office.
There is a committee formed (which was headed by the Residential Deputy Collector in Sangli, don't know about the current situation).
So yes, ask them if there is any such commitee that determines whether a certain land falling into residential zone can be used for industrial purpose or not.
If there is a committee, first give them an application to determine whether you're allowed or not.
Otherwise, this whole process will go waste.
If they say it's allowed, then go through the whole process.
